Public Meeting #3
The 3rd Public Meeting for the Illinois Route 131 from Sunset Avenue to Russell Road was held on May 26, 2010 from 4pm to 7pm at Beach Park Middle School, 40667 North Green Bay Road, Beach Park, IL. This meeting was conducted as part of IDOT's Context Sensitive Solutions (CSS) process. The purpose of the meeting was to present initial alternatives for improvements and to solicit input from stakeholders.
Attendees were encouraged to view a 15 minute PowerPoint presentation and an 8 minute FHWA Access Management video, and view the 21 exhibits on display and the aerial corridor plots of two of the alternatives for improvement. The PowerPoint presentation provided background information on the project, a summary of accomplishments of the prior Public Meetings and Corridor Planning Group (CPG) and Technical Advisory Group (TAG) joint meetings, information on project deficiencies, and an overview of the initial alternatives. The exhibits provided supporting information for what was discussed in the presentation and typical sections of the four initial alternatives. An exhibit showing the reduction of conflicts due to access management implementation was also provided. Copies of the Purpose & Need were available to attendees for review and comment, and FHWA access management handouts were available.
A total of 61 stakeholders attended the meeting. In addition to local residents and concerned citizens, the attendees included representatives of the Waukegan Regional Airport, Senator Michael Bond's office, Lake County DOT, Wisconsin DOT, Lake County Forest Preserve District, Beach Park School District, Chicago Metropolitan Agency for Planning, Zion-Benton Public Library, Beach Park, Wadsworth, and Waukegan. A total of 15 written comments forms were received by the end of the meeting and several comments were written directly on the aerial alternative exhibits.
The next steps of the project will be to evaluate the alternatives based on stakeholder input from the Public Meetings and CPG-TAG meetings held to date. Refined alternatives will be developed based on the alternatives evaluation.

Technical Advisory Group Participation (posted 5/20/09)
As you are aware, a study of the potential improvement of Illinois Route 131 (IL Rte. 131) / Green Bay Road from Sunset Avenue to Russell Road in Lake County has begun. The Illinois Department of Transportation (IDOT) held the first Public Information Meeting concerning the study on Wednesday, October 29, 2008 at Beach Park Middle School in Beach Park , Illinois . One hundred five (105) people were in attendance at the Public Meeting. The next Public Meeting, tentatively scheduled for early spring 2009, will work towards the development of the project Purpose and Need.
To assist in the development of the environmental and engineering studies for this project, IDOT will establish three Technical Advisory Groups ( TAG ) which will comprise stakeholders with expertise or particular interest in Environmental, Land Use, and Transportation. The TAG 's purpose is to provide input on the development of the Purpose and Need statement and the alternatives to be carried forward for evaluation in the Draft Environmental Assessment. The TAG members will meet throughout the project development process. The TAG input will be considered and shared with the corridor planning group. The TAG may also be asked to address the corridor planning group to help communicate technical issues. The meeting program will be designed to encourage timely and meaningful opportunities for input into the project process.
